In partnership with Women for Women International Afghanistan (WfWI-A), AWN is seeking a consultant to support them to develop a joint advocacy strategy. Approval of the outputs (see below) from this consultancy will be made by both AWN and WfWI. The consultant will report to AWN.
The consultant will work with WfWI-A and AWN to agree joint, advocacy objectives, workplan, clear roles and responsibilities and an M&E process (together forming the strategy). Through this strategy AWN and WfWI aim to link grassroots messages with policy influencers and decision-makers in key areas of (a) Women economic empowerment (b) violence against women and (c) Women, peace and security. This strategy will be developed to find out common synergies and joint opportunity to strengthen the networking, coordination and collaboration mechanisms among the stakeholders and policy makers.
OBJECTIVE FOR CONSULTANCY:
Produce a joint-advocacy strategy for WfWI-A and AWN by 25 August 2017. The strategy should include:
SMART advocacy objectives
Clear roles and responsibilities (between WfWI-A and ANW)
Clear M&E framework (to be delivered by AWN)
The strategy should focus on issues within (a) women’s economic empowerment (b) violence against women and (c) women, peace and security. Furthermore, it should build relationships between WfWI/AWN and key Influencers and factor in consultations that AWN will be running with WfWI participants/graduates later in 2017 (i.e. grassroots input and opportunities for engaging women at a grassroots level).
OUTPUTS FOR CONSULTANCY:
Workshop or series of meetings with AWN and WfWI-A to develop strategy together (consultant to facilitate). We expect this process to include:
Problem and solution analysis;
Context mapping – both internal (e.g. SWOT analysis) and external (e.g. stakeholder mapping);
Set aim, outcomes and (SMART) advocacy objectives;
M&E framework (in relation to advocacy objectives/outcomes);
Workplan and activities (including grassroots elements) - to cover May-December 2017.
Draft and finalized joint-advocacy strategy (in Dari, Pashto and English).
Orientation session both for AWN and WFWI on developed strategy.
Post Graduate Degree in communication, Social Science, Strategy/Policy Development or any other relevant field.
At least 5 years of experience working on gender equality or women’s rights.
Regional knowledge, previous experience in Afghanistan is strongly preferred
Strong knowledge of women’s human rights issues, particularly elimination of violence against women, women’s economic empowerment and Women, peace and security.
Proven experience with institutional planning, reporting and monitoring process.
Excellent analytical writing skills on similar issues (analytical reports and policy papers).
Personal interest, commitment, efficiency, flexibility, and willingness to work with a highly motivated team of professionals
Excellent command of written and spoken English, Pashto, and Dari
Ability to work under pressure and short deadline
