Duties and Responsibilities:
The Consultant through mutual consultation is expected to facilitate the formal strategic planning exercise for the AWN and work closely with the entire AWN team including members of its Executive Committee and its network members. The Consultant is also expected to:
Undertake historical analysis of the AWN on available documents to identify strengths, weaknesses and deficiencies, if any, in the past planning and implementation process
Undertake context analysis by reviewing the ongoing programs of the AWN, the current issues facing Afghan women’s organizations, and the needs of the membership to define and assess present needs and future directions
Review organizational vision, mission and strategies to assess on the soundness of future progress and targets and incorporate the revisions
Conduct SWOT analysis to suggest the corrective measures for program planning and implementation
Conduct questionnaire based face to face interview with AWN founders, Board Members, Core Group, Active NGO Members, donors, national and International partners, government and non-government entities, civil society networks and other relevant stakeholders to find out where AWN is, what needs to be done to further improve the network’s contribution.
Organize and facilitate consultations with AWN Board of Directors, Core Members, Members, Partners, Donors to present the first draft of the strategic plan and get necessary recommendations for revision
Facilitate the formulation of logical framework by setting appropriate guidelines
· Identify from desk based research and consultations the future strategic priorities for AWN’s sustainability as well as in accordance with the needs of women at the grass root level
· Establish a lean, effective strategy process that addresses AWN’s needs and future initiatives.
Present AWN with a final report including the strategic plan.
Reviewing the draft AWN strategic plan with the board and core group as per the advice and recommendations provided on the draft of the Strategic plan
Reviewing the draft AWN strategic plan with the AWN members for the integration of recommendations made by members in the Strategic plan
Reviewing the draft of strategic plan with the partners and donors for integration of ideas and views as needed.

A report outlining the initial findings from consultations and documentation review and methodology for carrying out the consultancy.
The overall objective of this consultancy is to revise AWN’s strategic plan from (2014-2017) to (2018 – 2022) to ensure that AWN fulfills its mandate.
Master degree in Business (MBA), or in other fields such as public policy and public administration, Gender studies
At least Five years of practical working experience in the similar field likewise; strategy development, policy making and planning.
Interest in and aptitude for communication and public awareness activities.
Shall be fully aware of gender issues and sensitivities
Is engaged and aware of the women’s movement in Afghanistan. Knowledge and awareness about AWN’s past work would be an added asset.
Ability to remain neutral and reflect the best findings from the desk research, interviews and focus group discussions.
Must be able to maintain confidentiality of information gathering from face to face interviews and focused group discussions
Personal interest, commitment, efficiency, flexibility, and willingness to work with a highly motivated team of professionals
Ability to work effectively and harmoniously with other colleagues from various cultures and professional backgrounds
Excellent knowledge of written and spoken Dari, Pashto and English languages.
Ability to work under pressure and short deadlines
Must have excellent communication skills via phone and email to remain connected with AWN Board of Directors, Founders and Core Group Members during the work.
